Also all the codes are by the publisher any how, and Valve has no way to get them with out the publisher giving it (or Breaking in and stealing, but i think you can understand that will not happen)
If the game maker doesn't work with Steam, Steam doesn't know what your cd key is FOR, they also don't have the game files available to download! They can't just put up any game they want to be downloaded as that IS illegal.
Pretend YOU are Steam. It's like me coming to you, saying here is my receipt for 'GTA V' and here is a cd key. You can see that i have bought Gta V, however you don't know if that key is for that game or if it's a receipt I've borrowed from someone else. You also don't have the files to give me as no-ones given you the files.
The only way Steam can verify a key is for the publishers to give them to them, they also have to give Steam the game files to allow people to download them from Steam.
