That's just my feeling on it, anyway.
Not a bad idea could be as simple as setting Steam UI to pop up every hour, open UI set reminder for say 3hrs.

People/gamers usually don't like pop up taking focus away from their gaming.
Also being a Steam feature, it probably wouldn't work. Since Steam goes down so much no way in hell would I rely on an alarm clock powered by Valve...no thank you.

Being a gamer doesn't just mean playing via Steam. So seems silly to ignore the phone concept which will work for all gaming devices and platforms versus restricting it to just Steam.
Not about to turn on my PC and load Steam when I'm gaming on my PS5. I know several others that won't do that either when on their Playstation, Xbox or Nintendo

Not missing the point. You however did. You want it on Steam so it's on Steam. That Is completely useless if you game on another platform or device.
Putting the phone under the screen, or in your pocket with Vibrate on would work in either of those scenarios including VR.
Therefore you already have the better option available. Coding a restricted alarm doesn't make much sense at when you look at it that way.
