You should not use plain white as background but an off-white. And it's up to each site to grand the best UX possible. That includes setting the CSS attribute for background and forground colour on body element. Not Valve's fail, but that of those websites. I can easily change the default fallback CSS of my browser to make every single site look hideous.
Fixing this will take five minutes, and it will probably benefit, like, a trillion sites.

Now the default background color should be white.
