I'm not here to make friends or be social, to me it's nothing but a place where most of my games is and there is a forum for help if help is needed.
If Valve make it optional to optin (optout should be default) to such a feature, I would not care one bit.
Basically in that list you'd see all friends of your friends and they'll be sorted by how many friends in common you have.
From there you could see how many games you have in common, games that you both played in last two months and their country.
Steam would also recommend you people from that list based on which games you both like playing.
I met a lot of nice people when my friend invites some of their friends in multiplayer games. And I became friend with those people too.
It's nice when you have a lot of friends in common with other friends. You can always easily create team for any game and everyone knows each other.
