No need to start up Steam Big Picture mode.
Also you do know you don't have to use Big picture mode to edit controller settings. On top left of Steam clients, click on Steam, then settings, under tab called controller, and there you go... No big picture mode was used.

If you want to edit controller per game, right click on game, manage, controller layout, there you go, per game edit controller layout.

The suggestions are to enable Xbox Configuration Support, Generic Gamepad Configuration Support, as well as a few game specific settings within the client. These settings are in BPM, but as Zefar points out, I can access it through the Steam Client. Doing it through the client is definitely better than going in through BPM. So thanks for that.
Either way, the main reason for my rant is the deplorable software quality that seems standard for Valve these days. The client is constantly unable to sync with the cloud. Not to mention the constant annoyance of updates, waiting times for the games to launch, or random issues with games either not closing properly, or not communicating to the service that the program has closed. I've had to force close Steam dozens of times to fix these hang ups.
I'm just tired of Steam being the reason something is not working. Since at the end of the day, the only thing I want from the service is to hold my games. The equivalence of a shelf in my house containing videogame cases.
Since you're using a xbox controller, can give this a shot as xbox drivers is standard across most games on PC, so just disable Steam controller for said game, can do this by right clicking on game, click on properties, click on controller, now see drop box, select disable steam input, this will allow game own controller support to take control, and if issue still there then you know it's the game issue, if no other game having the isusse, but if other games having issue, then this may point to controller issue, or something and not Steam issue as you disable input to test that out.
Anyways, it good idea to check game sub forum, and even ask if anyone having issue, as someone might have answer to exact issue, and can do search in there as well in case someone already asked as we ll.
Also I do recommend enable generic gamepad configuration support, and if you use xbox one, or xbox series controller, enable xbox entended feature support as well, doesn't hurt to have multiple controller settings enable, as should cover any issue, example windows may display controller to Steam as a generic gamepad for whatever odd reason by rare chance on next boot.
Also the only non-console-command way to uninstall games under -no-browser.
If there is an issue with the client or stuff suggest how to improve it, over trying to suggest to just remove an entire area that may have some issues, but has its uses
BPM is really good when using the TV and so on personally, controlling with controller is much easier on that then on the client using a fake mouse and so on
I've been using Steam, and multiple controllers for well over a decade. Never needed to use BPM.
So reading some probably questionable advice online. And then coming in hot because you now have opinions about a feature you personally don't enjoy and probably don't need to use, doesn't strike me as terribly informed, especially when you demand that an optional feature you opted to use be optional. Are you familiar with the old robot saying: dOeS nOt CoMpUtE?
If it's a problem with your system, fix your system. If it's a problem with the controller fix or replace the controller. Don't use (misuse?) an optional feature and then pretend you're being forced to.

Steam has free multiplayer and no paid updates. This aligned with the fact they are the most feature-rich platform out of all the main ones (for both players AND developers) and the fact they have to deal with tons of game data makes them miles ahead of every single competitor when it comes to "ripping off developers".
Google play takes 30%, allows for any garbage to be there
Apple store takes 30%, doesn't allow alternatives in the ecosystem
Sony and Microsoft take 30%, paid updates & no free multiplayer & takes cut from outside sales (such as CD disks)
Steam: removes garbage (like troll games, bad games continue like all other platforms), allows games to be sold via keys (don't take cut), free updates (when games are hundreds of GB's), no paid multiplayer, commitment for your games to always be there even if they're from 10 years ago (sony and xbox still trying)
Stop with this idiotic narrative that steam rips off developers.
