you cannot sell a steam gift, you can only trade or gift them. if you could sell them, the game developer would also get a cut of the money from that sale, and that cut would be the lions share. you also would be unable to set the price on the gift, the game developer has full control over it on steam.
there is a reason steam stopped allowing game gifts to be added to the inventory. there is no reason for them to add an option for them on the market
Yup, they stopped it for the most part of allowing people to get Steamgifts into their inventories, but there are still some ways to get them.

Those just might be old and the system has not changed for them, but I remember a few recently new "I think they still allowed it".
