People are trying to give feedback to game Developers in this way, in the hope that they will read it.
There are legitimate concerns that a negative review will not be read at all, as it will be count as "toxic hating or trolling". In addition, if the rating of the game is low, there is a risk that the Developers just prefer abandon the game.
Contribute to the communitty with meaningful discussions, and user generated content and you will indeed earyn a nice stack of points.

Some users have like 800 awards received, 25 if not less, given.
People are not obligated to give out awards, I know people that have 10-50k+ awards and do hardly anything with them or the points.
I disagree on the point you 're trying to make. There's simply a gargantuan amount of content on Steam, it's amazing and one can give out tons of points for that matter if I understand what you were saying there ofc.
I completely agree.
But you're falling into the trap of envy there.
