If they changed it so you can upload your own picture they would make them pointless.
Didn't feel like it.... you didn't feel like it.... well guess what I didn't feel like rehashing whats been discussed hundreds of times JUST THIS YEAR. It has been brought up that much and shot down that much. If you had bothered to use the search feature you would have discovered all the reasons which again has been discussed to death already. You would have discovered that any "fresh options" have long ago been brought up and thrown away because there are no options for this other then hiring 10,000 people just to go though peoples profiles 24/7.
Also part of it was already mentioned in this thread why it won't happen. If people can put up custom backgrounds whats to stop them from downloading the one they like from another profile on Steam and reuploading it, slightly altered to get past any filters? The steam admins that can remove stuff from peoples profiles are already slow enough as it is, now add on that they will have to start looking for stuff thats slightly altered to get past the filters.
The other part, which has now been repeated lots and lots of times is, abuse. Porn, anime porn, animal, child porn, racist crap, sexist crap, homophobic crap and lots of other stuff that breaks the rules on steam. Again the mods/admins can't keep up with the crap thats uploaded now, allowing custom backgrounds would swamp them.
Even google, who is dedicated to information tech and has hundreds of thousands of people working for them all around the world can't stop crap from getting through their filters, what makes you think a gaming company like valve, with around 400 people total would do better?
Let me guess didn't think of all that did you... no of course you didn't. If you would have bothered to USE THE SEARCH FEATURE you would have discovered this and not made a fool of yourself suggesting that there are "fresh options"
Next time don't be so lazy, search for your idea and instead of making a whole new topic on something thats already been covered either add your voice to an already HUGE thread after you have read it to see if you can actually add anything to the discussion. Which do you think would bring more attention to the ideas. One great big huge thread that the mods can point the steam admins to, or a bunch of little tiny single threads no one replies to because most people miss seeing them.
It won't happen because Steam support already has to deal with innappropriate avatars and artwork that gets uploaded, they really don't want to have to start dealing with reports for custom backgrounds as well. Background images with nudity, sex, violence, drug use, and things that... well, you know those lists of things they say never to do an image search for? Plenty of that will start showing up. Mostly because there are plenty of people out there that don't have the sense to understand that just because they don't find something offensive, doesn't mean other people will.

Second of all you will have also the same posts coming over and over giving the same points, and for all users that are here more then just once in a while its getting a little tiring seeing the same topics coming up over and over and over, giving the same points that get the same reply and so on
I think with that in mind you may understand why its a little annoying when someone decides to post it again when they are fully aware they can search or read old topics on the matter in place of making a new one, meaning others have to use their power to reply the same reply again when they can answer some freath topics in place of that, but one will hate to leave a topics with no reasons at all as if the community does not care that they do
Also as was said, I am also I big believer that one topic with ideas and the like is better than 100000 topics on the same matter reapting them self over and over again, there is a big advantage in numbers, but if you cut them to small chunks they lose a lot of there power
If you are looking for a specific background you can try completing sets to get them as a crafting drop, or just buy one from the market. Most backgrounds are cheaper to buy, but some rare (or highly desirable ones) can go for quite a bit so it may be worth the gamble to craft if the cards are cheap enough.
But honestly i think that will take away a lot for games background, as will just have sooo much then that it will become *worthless
As i think that background will look likely better then what they will come up with
