You run a server among many. Not a whole game.
If they can't get unto your server, it's less hassle to just find a new one. And you neither know nor care about people being blocked accidentally.
If your *paying* userbase has a considerable amount of people sharing IPs, either by being in the same household, having a central router like in dormatories, or sharing PCs like in internet cafes, it becomes less viable.
There is also a difference in having to deal with casual cheaters and hobbyists. Yes, as dumb as it sounds, there are people who made cheating their lifestyle or rather trolling other users with it. They are the ones purchasing the newest hacks and buying multiple copies of a game. They are also the ones who will just laugh about IP bans.
IP bans are a tool and have their place. But if they were the silver bullet some people make it out to be, you have to wonder why there even are elaborated systems like VAC, EAC, and whatnot.
But yeah, it's incredible easy to block cheaters by IP ban, Simply work block everything but 0.0.0.1. No cheaters at all.
Plus the fact that a repeat offender could very well be spoofing their IP or using a VPN to mask it. They'd still be repeat offenders, just with shiny new IP that makes them look like a new offender.
