Please learn how to make the gaming monitor a non-primary monitor
I have 3 monitors. Left is primary; the other two get used for work when I remote in.

But the center monitor is my gaming monitor. I should be able to specify that steam use that and not have to forever be doing some dumb dance of what is my primary monitor.

You're stuck in the 90s. Please update.

windows always renders your game on yoru PRIMARY window

If you want your center monitor to play your games, make your center window your primary

This isnt a Steam issue, this is literally how 99% of all games work.

That's not something Steam controls. This is something yuou set up in you Display config

Steam tends to stay in the area I last had it, when I used a dual monitor set-up.

If you are referring to games on Steam, that is not something Valve/Steam control. That is something each game or Windows controls.

Some games have an option under their graphics settings to choose what display the game is on. If a specific game does not, then I suggest requesting it of the game's developer.

In Windows 10 it's easy to define your primary monitor. In Settings, click the monitor you want primary and check "Make this my main display" to set it.

Many games also let you select which monitor you want to play on.

Except windows is where you define your primary monitor except for the few games that have an opyion to do so.
