are there reasons alt+tab out of the game to use an existing notepad/paint/etc isn't sufficient?
As mentioned in that other thread, some games hate alt-tabbing.
I do think using some kind of browser-based way of taking notes within Steam's own built in browser might be a solution though. Or just, you know, pad of paper and a pencil on your desk. That's still a thing.
do those games have a "borderless" mode?
that can make the alt+tabbing much less jarring, mostly to the point of seamless.
Why is it that people constantly want Valve to do everything? Implement better music player, implement discord like chat, implement this or that and so on.

Been here plenty. Often seen and even commented on your suggestions for improvements.
I'll visit where I want. I'll also comment where I want....provided I'm not banned, obviously. And if you noticed I gave the OP valid suggestions as to what they could use instead and how they'd be more beneficial too.
