You'd be surprised. For instance the xbox game pass has Dragon Quest XI the day it came out on Steam, and its going to have all Bethesda games. I mean they aren't going to have every big game out there, but its not surprising that publishers offer some really big names to draw people in.
Yeah sure. A few will be in. But I get the feeling that when people suggest something like this, they expect it'd include all the brand new releases by all the big publishers.
Eacch publish can and likely will set up their own passes and thiusly would not be bound to share any of the revenue.
Why would they do so on Steam?
Read a few posts above:
They can do very well without the subscription fee. That's not where the money is. It's in secondary monetization. Having people playing your game. Or providing a previous game to push sales for a new release.
Not everyone has the catalogue to provide a service of value. Compare Netflix and Disney+. If you are not into Star Wars nor Superheroes, nor have kids, what's there for you?
