Report a translation problem
Though admittedly I nearly always have at least one text editor instance open anyways, and my vision isn't the greatest, so I can't see the small squiggly red line on the text area's dark background without leaning close to the monitor; so I might be biased in this regard.
Valve may add spell-checker at some point, but I think they got a lot more to do before that, I mean in the end how many really use Steam to write stuff that needs it to be spell checked all that much
You also need to remember Steam has multi-language users on it, so to add a spell-checker they need to support at least all the languages that the interface supports, and not confuse one with the other, like something that may look like a typo in one language may be all good and fine on a different one, and this can get really annoying to some users,
just to point there was a time that for some reason we had a red line under words that were supposedly miss-spelled, the forums where full of multi langrage users complaining about it
also need to add that Steam being a gaming platform has some of its own langrage stuff like games items, or names of characters in games, or actions that you do in-game, all this stuff can seem like a mistake to most spell checkers as outside of Gaming they mean nothing
For now, just use a browser when you want to spell check, chrome has its build in pretty well
And maybe someday Valve will get around to add something like it to Steam
