I hear Elon is doing something about the slow net.
Then why do other game installers like BNet allow this? The only game on my Bnet account is Hearthstone but I can install every other game (WOW, Warcraft, COD etc.) no problems.
Pre-installing games requires to have access to the game files, which requires a valid license for each game to be able to download AND install the game.
If you mean preloading a game that isn't release yet, yes that's possible and has to be enabled by the developers.
Because Blizzard sells their own games, not third-party games, Activision is part of Blizzard.
Most of the Battle.net games are actually free to demo. I can't download Overwatch or Call of Duty for example.
There are many games on Steam that do not use any type of DRM, so allowing to download them would be giving them away for free. And these which have DRM will be cracked in an instance, so they're given away for free, too.
