Yeah. They are supposed to be defined that way.

But if it's F2P, you don't even need to check.
There are some games on Steam that are defined as Free to Play (they technically should be set to Free instead) which do not have IAP.

Not true. Steam has quite a lot of free games without secondary monetisation of any kind.

Steam conflates "Free" and "Free to play" sadly. I've not seen a "Free" game with IAPs that I can remember.

I don't want my search results filled with games I'll regret playing later because they have inflated amounts of additional costs, it ruins the experience.

I have yet to play such a game. I play quite a lot of free to play and games with microtransactions and barely every purchase any. IF it's an appreciation token that doesn't give me any in-game advantage.

No offence, but that has little relevance to my game-play experiences, or, the fact that I can't use a tag in search that games obviously have attached to them.

Tags are user generated. Start tagging games and hope it catches on.

I've added things like "Subscription" and "Paywall" to certain games that reduce the player's experience because of them. There's no reason why we shouldn't be able to add cautionary tags, right? This saves us from have to pour through reviews to find such hidden dealbreakers. I'm not talking about DLC- that's entirely different.
This kind of search filter, and these kinds of tags, are especially useful for games that you purchase and then have these kinds of features, since many who pay for a ~40 dollar game will be angry to discover this after the return window expires. Anyone recall a certain F****** 76 game? Most of its negative reviews are because of this.

TLDR: add descriptive tags to every game you've decided not to buy because of this "feature." Keep doing it and it will eventually apply.

Not every F2P has in-app purchases and not every with In-App Purchases is free to play.
