As for tag exclusion, you can do this by modifying the search URL. There's no formal UI for this yet, but my hunch is that they might make one later, given that you can already do this now.
Here's how:
this is a search for item type Games, tagged RPG
https://store.steampowered.com/search/?tags=122&category1=998
this is a search for item type Games, tagged RPG and RPGMaker
https://store.steampowered.com/search/?tags=122%2C5577&category1=998
this is a search for item type Games, tagged RPG, and NOT tagged RPGMaker
https://store.steampowered.com/search/?tags=122%2C-5577&category1=998
See that negative sign? That's how it's applied. (The "%2C" is actually just a comma.)
Similarly, let's make one that excludes MMORPG too:
https://store.steampowered.com/search/?tags=122%2C-5577%2C-1754&category1=998
This works for most tags.
(NOTE: Tags are user-applied and may be inaccurate. In fact, "troll tagging" things is a thing, with common troll tags including "Psychological Horror", "Nudity", "Sexual Content", "Family Friendly", and "Casual". Beyond that, even some legit attempts at tagging may be inaccurate -- for example, LiEat (a game shown in the second link) actually uses not RPGMaker but Wolf RPG Editor for its game engine.)
