Only the devs/publishers set the prices of their products.
Why should STeam offer a discount?
Why would you care if steam offers a discount? You already own the game. So play it on othe platform you own it. Oooh I get it. This is todays thread isn't it?
Most games get a discount regularly anyway, so that 20-30% is already covered by that. Just wait for a sale.

Publishers/devs set pricing and sales. Not steam
Yes, I don't have a problem with that, steam have enough competence and too much to lose if they decide to make a sloppy job. Twitch prime works the very same way if you didn't know.

Why would steam give you a discount on something you by all logic have very little reason to buy. You already bought the game. You already own the game.on another digital platform. Why would anyone think you'd want to buy it on another..
And as has already been said. Publishers are free to do that if they want but doing so would require steam to have the ability to search through all your accounts on other stores to snoop the data. Methinks most people would not like giving one application that much free access to their data.
It was already answered in the description, read it again. Steam is the best launcher, with most features, also the launcher where people usually have more games. Lots of people prefer to keep all their games in just one account, and also steam is gradually losing ground to other launchers because of infinite quality freebies, for example: I have so many good games on other accounts I could literally quit steam and would have enough games to play for the rest of my life without never spending a dime again, but I don't because I still prefer steam. Is it clear now?
As said, prices are set by the publishers, games regularly go on discounts. There is ample opportunity to get the games at even a better price than 20-30% of.
Steam I believe some items price shot up too high, perhaps newer collections from later years 2019, 2020 will also boom in coming years
The discount would be over the final price (over the price you get from the sale) like a little incentive to buy the game on steam (nobody is forcing you to buy it again).
Things don't stay the same forever, steam need to make adjustments in order to keep on top, it's simple as that.

An added discount on top of a discount.
I doubt developer's would like that and as it would be taken out of their pockets more so then Valve, they would not take kindly to the idea.
If Valve forced it, then developer would be less likely to offer games at the discount they currently do, in order to compensate for the extra loss.
If Steam is such a good thing, then wouldn't it be worth spending the extra for? Why ask for a discount, just because you already purchased the game elsewhere? Are you asking those other places for a discount for your Steam games as well?
A discount due to owning a game already, on another platform, make no sense from a business point of view.
I have Horizon: Zero Dawn on PS4 and it was such a good game, I plan on buying it when it comes to Steam, no discount required. Many others are too, so there is no real reason for such a discount because many are already willing to buy it with out.
It can be done but stacking is a rare thing these days.
It's not up to Valve to decide that a publisher should earn less money. That is up to the owner of the game and IP to decide, the publisher.
