Steam is not a photo editing software. You can do that on your own system and upload it. No need for Valve to build in such a feature.

Not sure what point you're trying to get across here. I use paint.net to edit my photos onto Steam, no need for photoshop.

And cropping on Steam is kinda of...unnecessary? There's plenty of free software that provides many more options than Steam ever could. Maybe it'll come with a profile update or something.

I think you just have to create your artwork as a 184x184 image to start with.

Windows built in software allows you to crop and resize images already.

Show me where I said photoshop? I'll give you a hint, I didn't. There is lots of free photo editing software out there, gimp windows built in stuff for examples.
