Do you know why there's a giant black hole where Iran is? Same reason its there for North Korea, Syria, etc
Because Steam is run by Valve, a US company.
Pretty much every company in the US is forbidden to have business relations with Iran and a couple of other countries and even foreign businesses are under a lot of scrutiny in the US.
You can still buy stuff as they do not impose a ban on Iranian IPs. But you will never see any official recognition of having Iranian customers.
The Turkish servers should be fine.
