In the case of direct digital purchases, it usually doesn’t matter where the seller is based - only where the buyer is based. The purchase takes place in Germany using a German payment method, the buyer is in Germany, pays German sales tax and presumably downloads from a German download server.
So yeah, German law presumably applies. Why? Because you’re technically not importing. Now if you buy a ROW key from a legit reseller who’s outside Germany then that’s different.
If the games are being removed from the German store its because they are not allowed to be sold in Germany. The age verification process is already sufficient and can't be made more robust without violating the law.
Perhaps you can post some examples of games you think are being removed because of an age requirement?
The "Medienanstalt Hamburg / Schleswig-Holstein" asked Steam to remove the following titles in Germany because Steam has no proper age verification system:

They are currently trying to unlock the main game for Germany (apparently without pornographic elements).
If necessary, further locks can be found with SteamDB. Log in there and search for "PurchaseRestrictedCountries" with the value "DE" and sort them again. SteamDB is not affiliated with Valve.

Absolutely inadmissible according to § 4 paragraph 1 JMStV would be B. also child or youth pornography within the meaning of §§ 184b / c StGB or so-called posture representations below the pornography threshold ("Represent children or adolescents in unnaturally gender-emphasized posture: this also applies to virtual representations").

What your saying and posting is two very different things.
It sounds more like those games don't comply with Germany's laws regarding child porn and were removed.
That makes far more sense as it's limited to a small subsection of games and has nothing at all to do with an age verification system.

Well if they have a precense in Hamburg, then it make more sense i guess.
This has nothing to do with child pornography, its the fact that children can easily access marked for adults only content and that steam doesn't have a valid age verification system satisfying the german law — Thats why they were taken down.
Except as it's been pointed out that makes no sense. If that was the reason then ALL adult content games would be taken down, not just a select few. There are thousands of adult titles on the German store that are unaffected

Nekopara for instance I've heard of and it pushes the limits with it's design of underage looking chars.
Only the future will tell.
And the suggestion that Steam should not, will not happen as long as steam think's they are forced by law.

Thats not how that government works. They need to get a kind of suggestion on what to look at. And german government is slow.
If Nekopara was pushing the limits of child pornography then why is it still on steam?
This is ONLY about adult content.
But in the end it is not what i think, but what the authorities think.
Every country has slightly different rules regarding it. Looks like Germany is being more strict with a handful of games.
Again, if it was in issue with a not secure enough age system they would have had to pull EVERY adult game. Not just a tiny portion.
Also per your post they were removed.
