Note that the cart is session.bound and not user-bound. So you it will not carry over devices/browsers.
There will be a green button/link to take you to the cart if there is anything in it while you are visiting a store page.

Do note that the client, and broswer do not share the same cache/cookies. Meaning if you add items on the client, you won't see a cart, or the items in the cart on the broswer side. If you clear your broswer / client cahce & cookies the cart will be gone, so you have to readd the items again.
This workaround of typing random stuff into the address bar works if my native client is set up that way, and is not what a UI is meant for. Basically I do sometimes see the icon, or at least I am pretty sure I do recall seeing the icon - but the client is often so buggy that I think it was not visible due to cache hit issues. I have trust issues with this UI so I refresh whenever it fails, but refresh did not make the icon appear for me. This separation of browser/client and using cookies is an internal implementation problem and poor technology choice for Steam, so may well be the cause. Love it when a bug is by design. :-)
No, your session will remain as long as you have a sessionid cookie and it's not invalidated server-side.
It's also not a bug. It's how pretty much every shop works. The only difference is that some will save your cart to the user if you are logged-in. But even them will eventually invalidate pending carts.
Caching also doesn't affect the cart.
What can happen is that it doesn't show on browser-back because the broswer gets a saved version and doesn't run the scripts again. But that's a browser issue.
I have never seen anyone else complain about this, nor experienced this myself. So I guess it's an issue on your side.
