As you said, because the actual progression tracking is hit and miss by games thatfeature would not add much to it. Even then a x/y progression isn't the most useful for many. Something like "speak to all NPCs in the area" would profit more from a list of the actual NPCs instead of having a 32/76.
Yeah, (collapsable) sub-lists would be the way for such achievements, but let's leave this for another suggestion.
As for the main topic here, now that i think about it, there is not much difference between opening Overlay with or without open Browser (you still have to press Shift+Tab to see it, after all), so maybe it doesn't have to be Overlay directly, but showing selected achievements at the top of the Achievements page would be just fine?
