Warning system for inappropriate avatars, artworks, etc.
I would like to suggest a warning system, that first just warns the users that their avatar or something is inappropriate, and gives them X days/hours to change it / delete it before they receive a ban in case they don't do it in the given time. In my opinion that would be fair, cause it's kinda hard to see where is the tolerance's edge.

why give a warning? its more effective for steam to remove the offending avatar/artwork and issue a tempban preventing changing to the profile.

If people want to be edgy, thats the risk they take.

Would I be right in assuming that you received such a ban for having a fairly typical profile pic of a woman's backside? I'm just going off the comments on your profile.

The rules are clear enough as long as you have some level of common sense and an understanding of people. Basically, if putting said picture on your school/work desk would probably not be a good idea and would cause people to take issue with it - and you - then don't put it on your profile. Simple enough, right?

Is the ban for a Avatar community-wide - for all forums?

No, I didn't have pic of a woman's backside. Not at all. But I did receive a ban for "suggestive content" and it's not exactly in the rules, or atleast it wasn't breaking any of the Steam Rules. And I don't see why would you be against such thing? Giving a warning first, is better then acting without any words, no? And if you are that kind of rule-keeper-good-guy then this is not even touching you.

They are able, just they receive a temporary ban and until then they have a question mark as avatar.

Oh. But is it stage-wise so: 1st. ban = 1 week 2nd. ban = 1 month 3rd. ban = perma?

That's pretty much it - the ban only affects profile content, not the forums or anything else to my knowledge.

Steam Support obviously disagreed and felt it was breaking the rules. If you want a second opinion from any of us then you'd better post a link to the image and we'll try to explain it to you.

if you feel the avatar was removed in error, you need to contact steam support to appeal the decision.

what was the avatar showing exactly?

There is no ban, unless it is a repeat offense and then it is simply removal of the ability to upload a new avatar.

Typically the avatar is simply removed and the user recives a notice.

Ban length does ramp up but I don't think it gets that bad that quickly. I'm not 100% sure on that though.

Because it probably wasn't offensive? As an example, I've had someone in a game say to me "I'm surprised you're not banned yet". This is because they apparently reported me some time before then because they suspected I was cheating, which I of course was not. Because they thought i was cheating, they felt the report should have done something when in fact there was nothing that could happen, no cheating = no ban. Just because a picture is reported does not mean that it fits the criteria for being removed.

Nude is NSFW (+ the picture was pretty disturbing). NSFW contents are against the rules. Need more criteria?

There's a lot of misinformation in this thread... Avatars are not banned; it's more correct to say they get reset back to the default. Support could still see what it used to be set to, so feel free to contact them if you think it was removed in error. Furthermore, you're not banned from uploading a new avatar. Rather, you get a temp restriction preventing changes for a specified amount of time. This is to prevent abuse.

As for the smurf avatar, maybe no one got around to it yet... Or they didn't find anything wrong with it... Or the person changed it... Who knows? One report isn't much. If it's as bad as you make it sounds then it's likely to generate multiple reports.

Two wrongs don't make a right. Just cause someone's avatar isn't removed isn't justification for what ever got yours removed.
