The best creative-outlet software?

I'm currently going through an overhaul of the things I like to do on my computer and one of those things are an outlet for my creative side. To be more specific, I'm talking about software that lets you create games, create or edit levels in games like gzdoom, things like RPG Maker where you make your own game. Anything thing that allows me to create my own world, populate it with things and hopefully be able to add some narrative to it. I'm not picky about what genre either. I love creating rpg's, FPS's, point and click adventures... hell, I'm looking for anything and everything that will pump my creative muscle.

I'm not good with coding or art creation, so things that don't rely on coding, have an easy interface for non-coders like me, or require me to make my own art to put in the game (rpg maker allows you to make your own sprites and animations but I will only ever use what came with the game) will be less likely something I will use, but, regardless of that, I won't turn down any suggestions.

I've googled game design software and found a few things but I have a feeling that you guys will have more suggestions. There's a section of steam for this, right? I'll look for that, but in the meantime, if anyone could give me some suggestions for creative software they really liked, I'd love to hear about it!
