Steam owns no game whatsoever.
No, Valve is a dev (Even if they own steam it is not the same company)as all others, steam is only a online platform. Ask each dev to implement such a fetaure (If possibel)
Would not mind the feature, but neither miss it.
And all apps and games works fine even when it's not latest version.
You only have to update online multiplayer games like Clash of Clans for example, because everyone needs to be on the same version of game.
Steam should add this option.
If it's not working for you and you're on a Steam client release which is from or later than March 21st, then... well, it's broken again or something weird is happening. Hopefully something weird, because that would be damned fast for it being broken again.
Had the issue on the 7th April with Arma 3 :( Good to know though, might try some of the others I have pending as I am on the latest version of Steam
EDIT: Fallout 4 started no issue on offline mode, but For Honour won't start without updating
Strange that Steam support didn't make me aware of this when when I raised the issue...
