There used to be a "submit for any" button. That was removed due to the high volume of junk tickets that either could be solved easily on the forums, reading the KB articles or game issues with games that Valve did not make. And VAC ban appeals.
Publishers come to Steam. Valve does not seek them out. There is a pinned thread for this type of thing.

That was changed a few years ago when users complained about F2P games in their library.
Ask the developer. That is their choice to make on how their games exe is used.
Again, ask the developer of that game.

Rubbish solution, better solution is to leave it in library because we have the option to remove anything we want from the library any time we like. Choice is better than no choice.
That's because they're not interested and don't want to talk to you! Talking costs money, Lord Gaben's money.
If you read my answers correctly, you would see that the reply there was NOT for the F2P games. Why would I mention exe if it was about the F2P?
