So it could made into a deal or policy. The coupon can be used on a select few games which developers opt-in to allow their games to be obtained in such ways.
I believe some developers would enjoy this opportunity and so would the community. New released games upon your steam accounts birthday won't work. Only games that have been out for like 1 year, if thats an issue.
No one would do that tho, you'd have to create a bunch of accounts and then wait 1 year. Realistically there might be that rare individual, but it doesn't make a difference, they are still making money and the steam user who made all those accounts now has to remember all his log ins and that would become tedious fast. And he has to remember which accounts have which game.
I like feedback like this, it helps me elaborate and alter my suggestion until it lives or dies.
Ok so lets say this individual did do this. How many do you think the typical person would create 2-3? Is it something to ban for the entire community? A lot of steam users stick to 1 or 2 accounts. That isn't an issue, and those two accounts before my suggested idea were most likely created on different days.
Say if this feature was added into steam, users who create accounts exactly on the same day would have to wait 1 year. And the coupon is limited to 2-3. I don't think it would be an issue or something someone can abuse.
People create insane amounts of card farming accounts for giveaway games.
People created lots of alt accounts for the infamous coal incident.
People will go to all sorts of lengths if it benefits them.
explain the ways in which it could be abused badly that we arent discussing now.

So instead it would have to be to confirmed accounts
Accounts with verified users and no vac bans/cheats.
So if you could get caught by valve making duplicate accounts with the intention of selling them, you get banned/suspended and so do those accounts.
Now realistically speaking how many users will abuse this feature? Think of torrenting. PC games would be gone if you believe the vast majority of users torrent.
And now lets talk about selling steam accounts.... Would this really be an issue? People sell steam accounts for all sorts of reasons. Constantly creating accounts and waiting 1 year wouldnt be worth it for 2-3 games. Do it across a bunch of accounts and think how many people in real life would realistically do this? Not many! its too much work and remembering and not many players are gonna download a program to keep track of everything to use a year later.
But in realitity its a very tiny percentage of people torrenting. And people still sell steam user accounts so my suggestion isnt the cause of anything bad.
Think about it, torrenting would have destroyed gaming if the majority of players torrented instead of bought games. But companies still see healthy profits despite torrents and console hacked games
You guys add in the most extreme example of peopel out there. We can't do anything about them and they shouldnt hold us back. You can't stop cheaters, hackers, and scammers. You can only mitigate them.
I believe out of every 100 users 1-5 users might make multiple accounts (2 or 3) i cant imagine many players creating a bunch of verified accounts and then buying a bunch of games across all the accounts. If anything that should raise a flag by their system.
Lets be real... the vast majority of steam users are just gamers.
*runs off to make 365 accounts to always get games on discount...
This suggestion has been made before and rejected because of the above and whats already been mentioned. Its upto the developers.
We already get great discounts on games. So what if its not on your birthday. There is more then likely going to be a sale close to your birthday. Save up and buy a bunch of stuff on the big sales, feels much better getting a 75% or 90% discount then a 50% discount on something.
Heck watch other websites for discounts there too when they are not happening on steam.
