not worth the hassle for valve and not a single dev/publisher would go for it. theres lots of reasons why and technically you already rent the game to have it placed in your library so you can play it - you don't own any games on steam.
I could see it happening here, but it would likely be split up in several subscription bundles, rather than one big one.
As user, I don't want to own games, I just want to play DIFFERENT GAMES without any limitation (i.e. buying games just for test, and then do refund If I don't like it).
you used HM - Blood Money as an example which costs $8 to buy.
you assume it's an old game so no one is buying or playing, you are wrong. you can either have the hassle of of implementing a rental system or putting the game on sale (publishers decide which games and when a game is on sale, not valve).
it has 40 - 100+ regular players
the last it was on sale it was $1.34 (-85%) - is it cheaper to buy or rent?
bear in mind no one is going to rent games that aren't popular or AAA.
devs wont go for it because of the hassle and because they can promote dlc etc at the same time as a sale to boost sales. they can do this many times a year. they make more money from selling on release then putting on sale many times, including it in a bundle or promoting dlc.

there are also techincal and legal implications from renting games in different countries (regional pricing etc) - including having a separate agreements and copyrights from different publishers for the same game, different versions of the same game etc.

And yeah a subscription service doesn't work out as well as you think. The biggest issue is that quite frankly, you have no control over what you have access to. Just as neflixc can add and remove programs from their service at any time.
BTW since humble bundle is an affliated carity those troves... well they do count as chariutable donations which in many states and countries, counts as a tax credit.
