Even if they get a notification, they can't see it or know what it is about so there is no benefit to it.
Looking into this, but as far as I am aware there is no option to join on a private profile.
Can you prove that?
I even tested it with a friend. For the testing, I removed him and blocked him, and he still received notifications and was able to see what the comments were.
As the comment is not quoted in the notification, then no, that would not happen. They would still have to view your profile in order to read the comment.
None of my notifications show anything other then a notification of a comment.
So, ultimately, it is a useless "countermeasure" as they can still see what was posted there since they're just redirected to your profile if they click the notification. I'm not really sure what problem this fixes. In that case your profile should be made to appear private to blocked users.
What is a useless countermeasure?
Blocking blocks the viewing of your profile and direct communication. They can not view your profile, so can not see the comments, though they could still get a notification but that is it. Communication is still blocked on Steam and they still can not read your profile.
Seems like it is working just fine to prevent someone from viewing the comments on your profile. I would hardly call that a "useless countermeasure".
Making your profile private to blocked users is useless as they can just log out and view your profile or create a second account and view your profile. Blocking Communication is only intended to block them from directly contacting you or posting on you profile.

First imgur link shows that OP had me removed and blocked, I can still see his profile (so I'm not sure how it blocks me from viewing his profile), and I can see his comments (and receive notifications when people post comments as seen in the 2nd and 3rd links). Last link confirms we were indeed blocked when this was tested.
Blocked does not prevent viewing of the profile. My mistake on that.
Blocking clearly states "Block Communication". That means the user can not contact the user, not that the user's profile is not viewable. If someone wants the profile non-viewable, then they need to make it private or friends only.
Making your profile "private" only to blocked users is pointless, as I said before.
I have paid at least 20 dollars to get my Steam level where it is now (and that's just cards, let alone games, in-game items, etc.), I should not have to squander that or the features gained as a result of that level by setting it to private or friends only. A few undesirable people should not make my profile inaccessible for other people who don't have actually have an interest in harassing me.
I created a thread a few days ago (I deleted it since no one replied to it at all), where I suggested that there should be an option for only signed-in users to view your profile, as well as an option to prevent limited Steam users from seeing your profile. And that would circumvent the issue that you described.
And still, the issue where blocked users still receive notifications clearly needs to be fixed. It's not cool at all to say "well, it happens", I expect a fix on it.
Given that people such as myself give money to Valve, I don't think it's at all unreasonable to expect Steam to be improved.
Person you block just makes a new account, and logs in. Ooops can see your profile again.
Private or friends only is the only way to keep people you don't want from seeing your profile.
A limited Steam user is one who has not spent any money on Steam, thus a free account. To make it unlimited, one needs to spend a minimum of $5. I very much doubt anyone will go through the trouble of spending $5 just to view someone's profile.
They used to only have a signed in one. It was also found to be pointless as alts are easy to create so was removed.
$5 removes the limit and most people I know have a second, non-limited account already, so that also does not prevent anything.
To keep your profile publice because of all the money you spent to rais your level is your choice. You can choose to show off or you can choose privacy. Both are not an option at this point.
No, it does not. They still can not communicate and that is the main point of blocking someone. It is, afterall, blocking and not hiding.
They do improve, just not the way you may think they should. Valve does not recognize how much people have spent because there will always be people with the opposing opinoin who have spent more. Valve tries to balance wants and needs of the community with they own and that of the developers and that is before breaking it down into sub-groups with in those three.
$5 is barely anything. A case of Mt. Dew cost more then that, not to mention if you add the cost of the Doritos. I can find $5 going through my car's ashtray, so alt account is covered.
Squander. Dude. You do realize. No one takes Steam levels seriously or as an indication of anything beyond you had a lot of money to throw around. No one really cares about that numberbeside your level.. beyond you . and you can always see it.
Not really. and there were such options originally but they were removed because they were more or less redundant. Just set your profile to friends only. I mean anyone who isn't your friend won't care two licks about your level or your profile and lets be frank. People have friends. They can always ask one of their friends to peek in on your profile for them :P
We've all given money to Valve. This is a business, not a plutocracy.
