You seem to understand that you can create a Steamlibrary wherever you like, including on a separate partition. You don't have to install games to the Programs files folder.
Being able to remove the default Steamlibrary (in the Steam Installation folder) however is something I'd also like to do. I install all games to a separate SSD, so don't use the default library, It is however easy to install there by mistake.
1) add a steam library on a separate drive in the settings under downloads
2) set the other drive as default installation point
I'vd had games isntalled on C:\Steam before, while the main Steam folder (with the Steam install) was still on the D drive.

I don't have this folder
Windows tends to have programs located in a programs folder so people can easily find them. It is also split between one for 32 bit programs and another for 64 bit programs.
Second, I only have a single large partition and usually reset my PC (Soft wipe) every 2 - 3 weeks so I want my library to stay at drive root level so it wont be affect by Windows Recovery (Settings -> Update & security -> Recovery -> Reset this PC : Keep My Files setting)
