It won't be. If you trade/give somebody something, that's it, you don't own it anymore. And odds are the scammer already traded the item to at least one other account (if not more) and has probably already sold/traded it to someone who has no knowledge of how it was obtained.
Trading is very simple, you trade directly with the person who has what you want. You don't ever trade through a middle man, nor do you give someone something for a payment outside Steam.
People just doesn't give a ♥♥♥♥ about reading whats important on trades.
You get a teaching leason when you get scammed... next time the same mistake will not be made unless you are a complete mindless idiot.

Valve is not a safety net for user mistakes and should not spent time trying to work out what happened. The rules are in place and breaking them is down on the user.

No need for such ideas. The system is scam proof. Just not idiot proof.
The scammers could go first will an item claim you never fulfilled your side (the cash part even if you did) and have Steam return their item.
Something other than the "This trade appears suspicious" warning that tells you that if they have promised wallet funds, cd keys or other items they may be attempting to scam you, and need to confirm that you are giving your items away and expect nothing in return?
