Steam vs DNS providers
I was having trouble accessing Steam webpage or via the application. Just like Playstation, it seems steam has problems with custom dns providers like google and opendns. This wasn't the case when I first joined steam thou.

Is steam doing this on purpose or could it something else ? The router is set to get DNS servers from ISP. When I set Windows for opendns, nothing opens steam related. When I set Windows to get DNS servers automatically, then i can acess.

It is the DNS provider you were using, not Steam. Steam makes their sites to the properly accepted standards.
Try Google's DNS (8.8.8.8)...
Google DNS doesn't work either. The main problem is the store.steampowered.com does not load. I can access forums and support site.

The reason why I put dns in windows is because Playstation Network has the same issue. If I set opendns at router, PS3 will not update games. So i use auto/isp dns on router. If I set auto dns on windows, I can access store steam immediately. It's really weird. I'm pretty sure the problem is not at my end. It's either content servers can't understand my locale or Google DNS and Opendns have issues with Playstation network and Steam.
I just tried Comodo DNS Servers and it's working thus far.
Why use an alternative DNS provider at all? My ISP is Comcast and I have had no issues with connecting to anything through the default systems.
Let me inform you, i live in Istanbul and Turkey is mostly considered as European country (most manufacturer websites list Turkey under Europe) BUT it's really a Middle East country, and for a reason. Internet is banned/uber censored in Iran (you have to sign you will not visit non-islamic sites) and it's mostly controlled very close in other middle east countries. Youtube was blocked for like 2 years in Turkey. Someone gets annoyed by a video/text/news on youtube or any other website and report or even sue (lol) and a court can decide to block it altogether so all the isps(only 2-3 exist here) MUST block it via DNS servers.

That's why I use other dns providers.
