Are you sure you're not on a server someone else is running and they have put an advert on the Message of the Day to pay for the server upkeep?
I got 2 refunds so far.
However, as others have pointed out, it is possible to inject advertising into the Message of the Day which is probably what you are experiencing. This is not Valve's doing, it is a consequence of how third party administrators run their servers (Internet Service Providers are particularly guilty of doing this). You can disable HTML based Message of the Day (which will stop any image or video based ads from playing) by typing cl_disablehtmlmotd 1 in the developer console (you may need to enable the console from the options menu first).
As an addendum, I'd like to point out that even if Valve was forcing in-game advertising in their games, it is your responsibility as a consumer to research a product before you buy it. This also applies to researching Steam, as Valve's refund policy is made perfectly clear:
