U need to learn how your OS works.
This is not Steam's fault, it has to do with whatever browser is set in Windows to be your default. If IE is left as default and u like/use Chrome, Steam will open in IE. Or whatever the default one is.

I do admit, it should be easy and possible for Steam Client to have a setting that allows it to see installed web browsers and pick which one Steam uses by default, rather than relying on Windows Settings for this.

Must be something wrong then...

When someone posts a video in Community forum, when I click that, it plays right there within the post window.

If a new Steam Window is opening when u click links within Steam Client; that is the result of a SHIFT + CLICK.

i want to open in chrome browser.........

Then close Steam.
Open Chrome > click the Controls icon in upper right corner > click Settings
Scroll all way down and click the "Make Chrome my Default" button.

In order for IE or Firefox (should those be installed and used) not to annoy you, change their browser settings to disable "Tell me if this is not the default browser" settings for each of those. Otherwise upon each open, it will keep asking if u'd like it to be your default browser.

Now try Steam Client again.

I've been using Steam across many OS and for many years.
I have never seen what you are describing, sorry.

go to steam community video section click youtube video then in the youtube video click youtube logo it, opens new window in steam instead of your browser of choice.
If you still don't understand fine, i can't explain it any better.

Steam has a tendency to open whatever it wants in the Steam browser, regardless of system settings. This mainly happens with links that goto a steam-related page, such as the store or community. I wish i could disable it entirely, the inconsistent behavior when clicking on links in a steam chat is very problematic, even though its (usually) predictable. I hate how it overrides the game library/download window though whenever you do it. Its also a pain and feels unnecessary to have to copy and paste the link when you want it to open in your browser so you can bookmark things and use your preferred browsers features when looking around too.

Atleast make an option by now to open links only externally, its such mixed bag right now half opens externally but not youtube.
