Valve doesn't have a g-mail address. They use their own e-mail system.

The only way to contact them is through Support, though as Satoru said, they will not remove or reduce cooldowns.

Your cooldown would be over before support would get back at you anyway, given the support workload.

Just wait for the cooldown to wear off and grow some patience.
