It would depend on the game and what region the key was originaly intended for. I would suggest buying it from the official Steam store or another know brand site, not form a shady key dealer.
If they feel a need to advertise it as "uncut" that is a bad sign.

In other words, the key ended up in illegal limbo and is deactivated.
That sounds very shady and I would avoid that.
