how to install plugins for a minecraft bukkit server?

i have it running on windows 7 updated to the highest they can be, i allocate 3 gb of ram to my server i have 8 total,i recently wiped my computer to default settings so is running smooth, and have the movecraft plugin permissionsex plugin, i cant get movecraft to work it says it can work on 1.5.2, and my bukkit and minecraft are to the latest version, when i try to click on the signs to make the craft move it gives me errors to which, i cant seem to find the answer to i have tried for the last 2days to figure this out, and its probably simple, and me over thinking it, but any help will be a appreciated. in lameman's terms please if possible thank you.

i tried no one seemed to no what the problem was someone said it my java was outdated but i have triple checked it and its java 7 but thanks for advice anyways
