The other reason you may be in Offline mode is that you logged into offline mode on Steam. This is a feature which is for users who want to play steam games without an internet connection. If you wish to log in being online and not into 'Offline mode', please restart steam with a working internet connection.

Then getting my connection back, and have it still be all like

It took like a half hour of offline mode for it to realize i had an internet connection.
probably not your problem, but kinda related.
That said I logged into my new router that i received from Comcast.
10.0.0.1 User: Admin Password: password
Then I scrolled down on the left hand side and it has FIREWALL.
Setting: High, Medium, Low, Custom
The setting was set to Medium (Typical security)
I adjusted the setting to LOW and Viola.
Steam updated and worked flawlessly!
You just necroe'd a two year old thread. You need to maybe make your own thread about your problem for best getting help..

Using a VPN, depending on what your are using it for, can be a violation of the SSA, your agreement with Valve.

It's some free PPTP VPN, everything except Steam Client works (connection failed, offline mode or retry)
It works without the VPN, but I'm currently in a situation where I can only access the internet through the VPN

Then you'll have to wait to game until you no longer need the VPN. Steam has blocked most VPN services because they were being used to trick the system in order to take advantage of regional pricing differences, like when Russia's economy collapsed last year, lowering the value of the ruble and making games dirt cheap in comparison.
You can try contacting Steam Support to explain your situation, but it's doubtful they'll change anything.
