I have recently made my profile private for a day, but have since made it public again. Maybe it's connected to that, as the error has started appearing at around the same time.
There are many sites that offer tools like collection statistics or achievement reports, that require access to a public profile. That's perfectly fine, and what the Steam API is for. As long as the website only asks for the username (or uses the Steam OpenID Provider), it's safe. But they only get verification of the user name. So if they want to, for example, estimate the money you spent on the games you purchased, your collection still must be set to public.
