Why is Steam uploading while downloading? My download speed can only reach my upload speed
Title says it all, I have a 4mb/768kbps connection and my peak download speed is 768kbps, which is my upload speed. Why does this happen and is there any way to only download, not upload?

768 sounds right for the actual download speed for your connection.

The link will explain it. Basicaly there is a diffrence between Mbps and MBps. The ISP always gives you the larget number to make you feel better.

Mine is a 25 Mbps connection, but my steam reads my download as 2-3 MBps. 8 Mbps = 1MBps.

Okay, since it was a bit to slow I've recently changed to a 20/2mbps.
How much of an increase would that be?

20 Mbps would be around 2.4 MBps download speed.
