Content Servers Unreachable
I hate to re-tread old ground, but as a new Steam user, I have this issue (An error occurred while installing Football Manager 2013 (Content servers unreachable)) with downloading my first purchased game (bought a couple of days ago). I've tried all the bits in the network connectivity troubleshoot, the 3rd party port-test thing says my ports are fine for Steam, I've tried changing download region and un/re-installing, all without any success... any other ideas that might work?

Try this..

Place your download region back to the usual default location if you have tried changing them several times to several different places as of now. If you have not, then do so first, please.

Stay connected with ethernet directly to your modem and dont't use a router for now.

Boot your PC into safe mode with networking, and try to log in on the client from there.

Note I said WITH networking, please.

Also, post your operating system. Be sure you have your firewall allowing Steam through fully.

You can stay in that safe boot and come back here to post the results.

I turned my computer on safe mode and it worked for me and I have windows 10.

I also had Vipre Antivirus and tried turning off my fire wall but it didn't work so it might have to something with Vipre. But thanks for the help.

Definitely Vipre. Switching Active Protection and firewall is no help. Stopping Vipre itself on the other hand....
Keep in mind that when Steam updates or AV programs update, a new conflict can arrise and I have seen that happen before. Programs change. New issues never seen before can come up.

Vipre is not listed but it is still an anti-intrusion program. And any anti-intrusion program, especially when not properly configured with Steam, can possibly cause conflicts.

If Steam works in safe mode with networking, then something such as Vipre and/or others is surely causing a conflict in a normal boot. You just have to find out what that process/program is and get rid of it.

Keep in mind that "disabled" or "turned off" is not the same as uninstalled and a reboot performed afterwards. Some software does not like Steam even if you think it is disabled or not running. Easy answer......uninstall the software suspected and reboot and try again.

It is possible that this problem arose after a Steam update, I don't remember. What I don't get, why Vipre allows everything for Steam, except downloading (or maybe only the content server lookup), even when the whole Steam directory is on the "Always allow" list.

That actually gave me an idea, and turned off Web Filtering (which is under the Firewall settings and turning the firewall off didn't help...). Steam can download now, so it seems that the content servers made their way on to some blacklist....

That is why simply and temporarily uninstalling the program and any child processes that go along with that program is the easiest, simplest, and fastest troubleshooting solution.

Why take guesses if it is or is not causing it ? Just uninstall, reboot, and test Steam again. If the issue is not fixed, you continue troubleshooting until the issue is found and fixed.

Then, you can reinstall the AV program and see if the issue presents itself again. Software and be reinstalled as easily as it can be uninstalled, sometimes easier.

Like now, after I found out Vipre does not cease to interfere with Steam's operations despite all of its functions seemed to be turned off; if I'm right and the servers are on a server blacklist, then a reinstall wouldn't have helped, it would have only forced me to reimplement all set rules...

Except how are you going to prove that uninstalling is the only way without actually uninstalling ? I have seen many cases where users said the same thing...they figured having it disabled is enough. But even according to the support page, that is not sometimes enough.

That's definitely one way to approach, but you haven't seen my exception list ^^ I hesitate to throw it down the drain. Maybe there's a way to save it and then reinstate it later with a few clicks, but I don't know how.
Anyway, it's working now (with webfiltering turned off), and I can live with that for a while, but I agree it's not a solution. I'll try to contact Sunbelt, and if they too advise to reinstall, because the Steam content servers are not on blacklist, so something went awry in the config, then I'll do that.
i tried it in safemode with Network but it still shows up the same "an error occured while installing The Isle (content server unreachable)". Before the steam update on friday the 8th it worked fine, I changed the server region to brazil somewhat ago. I've got Windows 10

Stopping Vipre worked for me. I had to go to Services and stop VIPRE agent.

the problem is still here people ive tried everything and nothing works
I fixed it by going to my firewall settings and alowing the steam URL it was blocking
