Unless stated on that article, or specifically stated on the bundle Store Page, you won't get extra copies.
You are also warned of it on the checkout page.
There is no way to ask Steam to provide you with any extra copies.
They state it before you finish checkout. It is after the payment screen. It is also in the FAQ and you agree to it when you create an account and every time you check the box to buy a game.
It isn't illigal in any way.
It's not a bait and switch, since it's clearly explained through the checkout process. It may not be ideal or even worthwhile if you already own the products, but it's not illegal. Basically, you are buying a subscription to the bundle, it can't be separated.
You were warned, there was no false advertising and so nothing illegal.
If it was illegal they would have gotten in trouble for it long ago.
