Is this for one particular payment method (VISA, Mastercard, Paypal, etc.) or all of them?
Depends on when the issue was cought, time zone and located. It can take a fair amount of time when dealing with multiple systems spanding severl companies. It can take days just to find out a plug wasn't fully in.
Going by the OP and the other thread (and the fact I bought a game with no issues), I would guess that it is an issue with who ever collects the payments for Steam in the EU.
Just hope it doesn't have anything to do with the DOJ shutting down the Liberty Reserve yesterday...
