Desktop cluttered with Steam files
when I first installed steam I didn't have this problem but then it said it was updating steam and now my desktop is cluttered with files; steam files like SteamApps and other things like steamerrorreporter and steamclient64.dll

if i try to delete these files it will update again and end up cluttering my desktop. Putting every file in one folder doesn't work either

Sounds like you set the desktop as the install folder.

Uninstall Steam and re-install it.

if i try to uninstall steam it says that all my installed content will be gone, so does that mean that purchased games will have to be repurchased?

Just save the game content.
1) Move your whole SteamApps folder somewhere.
2) Uinstall steam.
3) Delete any remaining steam files from your desktop.
4) Reinstall steam (not on your Desktop this time silly)
5) Move the SteamApps folder to the new Steam folder

and you shouldn't have to reinstall any games if you do it right.

what kind of files is it putting on your desktop? Steam client files or actual game data files?
If it's just game data files then see if you can change the library location in the steam client by going to View > Settings > Downloads tab > click STEAM LIBRARY FOLDERS
and see if you can change it

If it's actual steam client data then perhaps when you are removing steam you aren't getting everything and it thinks it's already installed.
Try removing again and make sure you get everything, including the stuff on your desktop

I have tried this and it shows up none of my previously installed FREE games in my library, only my purchased, even then i have to re-install them

Move the steamapps folder you have back to where your new library is. By default it's in "Program Files (x86)\Steam". When you install the games, it will look for existing files so you won't have to download them again.

Free games you will need to search for again on the store.
