Maybe it's an issue with your UPlay account? And have you tried 'Verifying the Integrity of Your Game Cache' yet? If you don't know how, just ask.

I don't own the game myself, so I am not sure how UPlay is integrated into all of this. You may have to start the game from the UPlay client, after successfully logging in?

I dont know how to verify the game cache.
i can't find Far Cry 3 in uplay :o
any idea how to add Far Cry 3 to uplay?

As far as verifying the game cache - right-click on you Far Cry 3 icon in your games library, select properties, select local files, select 'Verify the Integrity of your Game Cache'. Steam will then download and install any missing and/or corrupted files.

As far as UPlay - are you able to log-in to the UPlay client?

And try agian.

If you are having problems with UPlay, try Lawliet's link and download and install the UPlay client. Then open up UPlay and go to your games library (in the UPlay client), and find Far Cry 3 - and run the game from there.

I have this sinking suspicion that you do not have your UPlay client and account set-up properly.

And remember to set-up an account, if you haven't done so yet.

Edit:
And have you thought about posting a thread here -

http://steamcommunity.com/app/220240/discussions/

as more than likely someone there has experienced the same issue? Try searching around that discussions hub as well, if you don't get an immediate response.

Good luck op.

A thread like this -

may help, but I am not sure if there has been a resolution for this problem. You may have to contact Steam support, if you cannot get the game working via UPlay.

Click on the 'Steam Support' link.
Well i guess it is my pc who's the problem :-/

If you can play the game on your laptop, that means that you have an active UPlay account that you can successfully log-in to. I am not sure why you are having this issue on your pc. I wish I could help more.

Contact Steam support, and see if they have a solution for you.

Did you try the link that I just posted on page 2?

http://steamcommunity.com/app/220240/discussions/0/846939854285805734/

The fix is a bit convoluted, but it does seem that many other folks have had this same issue with Far Cry 3.

Credit to Bean for his thread...
I've read it, dont undetstand it, i've tried to do the thing he said, didn't worked...

I am afraid that you are just going to have to wait for a reply from Steam support op.

So sorry bro...
One last question.
Can i refund the game?
If i can i refund it and buy it in uplay ;-)

I had the same issue as you have.
Uplay was showing it is the latest version, I was able to log in as usual, but when i downloaded uplay from Lawliet's link (http://static3.cdn.ubi.com/orbit/launcher_installer/UplayInstaller.exe) it worked...

I also tried (before uplay instalation) to install new nvidia drivers, and verify farcry3 game cache using steam.. and now it suprisingly works!!
when i start farcry3 Microsoft OneNote shows up... I have no idea why, but the game works at least
I hope this helps.
