Is downloading a game from torrent that you own on steam illegal?

Hi there,
I'm doing bunch of mods on gta 4 and i think this is 4th time I had to erase and redownload and reinstall the game. The problem is I have to download the game and it takes few hours to complete.
So, here's my question, is it ok to download a game from torrent that you have on your steam library

Just copy the game files somewhere onto an external hard drive and then copy them back over if you need to reinstall the game. Torrents are illegal in many countries even if you own the game.

Torrent by itself is not illegal.

Torrent-ing copyrighted materials IS illegal.

Piracy is not ok in any kind of way.

But here's what you can do. Once you've downloaded GTA4 you just copy paste it into a backup folder. So whenever you need to re install it you just throw the files from that folder into the main. No need for piracy.
