I suggest running in desktop mode for Steam. It will go to desktop mode when you launch Steam anyways.
My guess is more along the lines of bad information. Some people truely do think that Steam and/or games won't work on Windows 8.
Try turning off the firewall. Could also be your router and some ISPs (mobile ones) tend to block Steam for some reason.
I did a full install of windows 8 Pro upgrade using an activated, but empty, install of XP.
I then downloaded and installed Steam and copied my Steamapps folder back to my computer.
I also disabled the windows firewall after downloading Comodo Personal Firewall and installing that. This was before installing Steam.
Steam needs to be online to update. Please confirm your network connection and try again."
That just means something is blocking Steam form accessing the internet. Steam works fine, it is a configuration issues somewhere.

And who is your ISP?
Did you copy Steam over or do a fresh install of it?
Have you tried turning off your firewall yet?
