There is also a lot more to it then your connection. For example, how many are downloading the same program at the same time, network trafic, distance between you and the content servers, how many jumps it needs to make, ect.
The issue could just as easily be Steam's content servers, sometimes switching to a different region (though still as nearby as possible) can get better speeds when your usual content server is slow for whatever reason.
For example I usually have it set to London but when it's slow I'll switch to Paris, Marseille or Netherlands and will get near to max speeds again.
Actually, this thread can help other users with the same issue, since usually you do research before starting a forum thread. So I can say that it could be worth it.
