The issue is the "doesn't work". On a PC is it the software that doesn't work, the OS, hardware, combination, ect. Where does the issue come from?
Since the vast majority of games not running are due to hardware and configuration issues, you would have to prove that the software is the issue and won't get fixed. Hard to do when ptches can get released and when many other users are playing the game with no issues.
However, Steam has been known to give refunds on a case by case basis. You have to put in the effort to fix the issue though. Contact the games developer/publisher for support and try many things to fix the issues, then Steam may be willing to give a refund.
The SSA gives them the right to refuse to, incase they feel a need to do so.
Exactly. Though if you go to Rockstar for support and they can't fix the issue, they can send you and e-mail or contact steam directly to authorize a refund. Atleast from what I have read in a few other threads, it has happened before (diffrent developer/publisher).
It's just that the whole issue raised other thoughts on what I'd do if a more expensive game refused to work.
I'm running win7 on a laptop less than 6 months old, and the other 100 odd steam games I have (some with much higher spec requirements than this particular game) work with no problem.
