Then go to your c:\program files (x86)\Steam\steamapps\common\ folder and manually delete the grand theft auto iv folder from there.
Then reinstall the game from scratch.
VAC protected games may have restrictions though and some modifications could trigger a VAC ban - Call of Duty Multiplayer for example doesn't allow any modifications whatsoever.
But yes you can mod GTA IV if you wish, though I believe you'll need to find a way to roll back to patch 1.0.4.0
So if i use a GTA IV Mod whilst im on a counter strike server, VAC will detect it?

No it doesn't work that way. GTA IV does not use VAC in any way shape or form, your GTA IV folder would not be scanned while playing Counter Strike.
To backup your game(s) you can either simply make a copy of your entire steamapps folder (and restore it when necessary) or use the Steam Backup feature in the Steam client.
Click Steam > Backup and Restore.. and follow the instructions

Sort of.
Some VAC games can have mods as long as they don't modify certain game files, there are VAC legal mods available for Left 4 Dead 2 for example which is a VAC protected game. However you do need to be very careful when modding a VAC protected game.
Yes they are allowed and legit ones will not trigger a VAC ban, though there are probably some that are not VAC safe aswell.
Like I said, when it comes to modding VAC games, it is allowed for most games (CoD excluded) but you need to be carefull and make sure the mod is safe to use, research it on the forums etc. on a case by case basis.
Saints Row 2 and Saints Row The Third, Dragon Age Origins, the Fallout games and maybe Portal 2 I'll mess around with mods sometimes, though none of those are VAC protected anyway.
I don't really play multiplayer so the liklihood of me modding a VAC game is slim.
